The Laying of Plans is a Decision Making process that determines success or failure of the rest of Sun Tzu's chapters. Proper Decisions determine the future outcome.
Proper Decision making to Sun Tzu means the listed five elements determine the outcome if examined properly. Ideally if you decide properly, there is no fighting.
